This whole thing is sad; perhaps the police force needs training to handle situations like this without the need for fatal reaction. Anyhow, without all the facts, we cannot make much of any conclusion. Let the right people do their investigations. Meanwhile, we have to hope that lessons will be learnt from this sadness.
